Interim City Manager Bio

Kenneth R. Williams was appointed as the City Manager of the City of Buda, Texas, effective September 2008.

Mr. Williams is responsible for the day-to-day operations of the city, applies strategic direction; implements council policies, and coordinates community issues in a City with an $87,700,000 budget.  He previously held positions with the City of Diboll, Texas as City Manager (2006-2008), the City of Lufkin, Texas as Assistant City Manager of Administrative Services (2004-2006), Director of Public Works (1997-2004), and served as Lufkin’s Emergency Management Coordinator (1997-2006).  During his tenure as the Emergency Management Coordinator, he was responsible for coordinating the City’s responses to the Space Shuttle Columbia Tragedy, Hurricane Katrina and Hurricane Rita.

Some significant accomplishments during his tenure as Buda City Manager include:

  • Nurtured a 230% growth rate in population in the expanding Central Texas Austin – San Marcos Metropolitan Statistical Area.
  • Administering Bond Propositions, including the construction of a new Buda Municipal Complex, Streets, Drainage Projects and Parks infrastructure.
  • Implementation of the Cabela’s Tax Increment Reinvestment Zone (TIRZ) in which the World Outfitter, the City of Buda, the Buda Economic Development Corporation, and Hays County partnered on economic development.
  • The relocation of the U.S. Foods service 290,000 square foot, $50-million food distribution facility to the City of Buda.
  • Inception of the Buda Police Department. The high growth rate of Buda, increasing contract costs and the ability to manage its own law enforcement agency were factors in the City deciding to implement its own department.
  • Directed the development of a new Comprehensive Plan which evaluates future growth in Buda and identifies components of the city such as the downtown area, parks, city infrastructure, and quality of life issues. The plan will help develop a citizen-created vision for how the city grows over the next 10 to 20 years.
  • Managed the annexation of lands, including the largest tax paying industrial complex in Hays County.
  • Administered the establishment of a new tourism department with the opening of a new Tourism Center in Historic Stagecoach Park.
  • Managed the construction and inauguration of the Tyler Norris Memorial Skate Park.
  • The reconstruction of the Main Street Overpass, intersection of IH-35, and construction of the Robert S. Light Bridge as part of the federal stimulus package.

Mr. Williams has a Master of Public Administration from Villanova University, a Bachelor of Business Administration Degree from Stephen F. Austin State University and an Associate of Science in Business from Angelina College.

He participates in a number of professional organizations, including the International City Managers Association (ICMA) as the Mountain Plains Regional Vice President, as past president and board member of the Texas City Managers Association, the National Forum for Black Public Administrators (NFBPA) as a board member, and the Texas Municipal League (TML).

Mr. Williams is actively involved in the community as a board member of the Austin Area Research Organization, Baylor, Scott & White Health, and The Capital Area Council of Governments.  He is a past board member of the Buda Economic Development Corporation, Hays County United Way and the Alliance Regional Water Authority. He has experience officiating NCAA and high school basketball.
