About Purchasing & Procurement 

The Purchasing Division is responsible for providing assistance to City departments in securing goods and services in the most economical, efficient, and timely manner possible. We handle purchases in a manner ensuring competition between potential vendors and contractors in accordance with local, state and federal laws and regulations, sound internal controls and professional purchasing.

The Purchasing Division advertises all Invitations For Bid and Requests For Proposals in The Hays Free Press. Any advertisement will be at least two weeks in advance of the bid or proposal opening date. A formal bid or proposal is a written solicitation exceeding $50,000 for goods or services.
